Somaliland Expels a UN staff for violating the country’s code of conduct


- Somaliland authorities expelled and banned U.N. staff for being involved in acts that violates the country’s religion and rooted cultural values. According to reliable source told Berberanews website Mr. Bana Bas of Kenyan nationality who worked more than 2 years for UN-HAS spend 2 nights in custody before being debarred Somaliland authorities’.

UN-HAS a UN common service managed by the World Food Programme (WFP) that provides safe and reliable passenger and cargo air services to the entire humanitarian community including Somaliland and Somalia had been for the past few years operating in Hargeisa. An Open letter to Ambassador Augustine


- I write this letter as a Somaliland citizen who values International rules and regulations in the community of nations and also as an African brother of the small nation of Somaliland which you must be made aware and to which you are morally bound to give a fair hearing and judicious consideration.

First of all, I have to extol your tireless effort in bringing lasting peace to Somalia nevertheless it’s important to know that all previous 17 or 18 peace conferences held to effect reconciliation and establish credible government for Somalia since 1991, including the Garowe conference have miserably failed. It’s also worth mentioning that many political analyst and commentators believe that London conference will be the same. The most important underlying reason for their failure is ignoring Somaliland’s de facto existence and independence from Somalia. The problem of Somalia should have been viewed from the beginning as being in two parts. A) The succession of Somaliland and B) the conflict in Somalia.

I am sure that you are made aware of Somaliland’s statehood by Somaliland leaders in many different occasions but I believe it’s my responsibility to give you brief history about Somaliland.

Somaliland: Democracy, Civility and Leadership in recent events


- Another event that put the light on the presidency of Ahmed Silanyo. This is the event were a respected politician Abdirahman Abdul Kader was not only publicly humiliated, but also savagely attacked by the Hargaisa Police. Our brother is in London and being treated from the police savage beating. This was a sad day for a country that is pursuing recognition from the international community and claiming it’s adherence to the Democratic principles of peace and human rights as its cornerstone. I do not know the meaning of Democracy in light of the many events and incidents that occurred during this President last 2 year administration. From arrests and incarceration of reporters, police brutality, politicians arrest without clear and explicit expression/statement for the crime, and several other undemocratic actions this administration was involved in.

As we know, one of the most important tenants of Democracy is freedom of speech, especially afforded to the media reporters, Individual right, and more importantly individuals are innocent until proven guilty, etc. These events had shown the office of the Somaliland President inability to deal with this fast moving technology driven by a younger, more educated population than the President generation. In all these events I expected the President to take a leadership role to address, resolve and/or explain, but he was no show and mum. Politicians, like the President, from the 1960s (20th century) had a very limited strategies in their political tool box. Actually, except for very few, their main strategy to hold power were and are to divide and rule, and intimidation.

Somaliland: We support the foreign minister’s withdrawal from the anticipated dialogue.

- In accordance with London’s communiqué and its recommendations, that was included to instigate a political dialogue between Somaliland and Somalia in order to discuss their political future relationship with international community support. As stipulated in the agreement resulted from London conference, Somaliland immediately announced its technical ministers to dispatch led by foreign minister, Dr. Omar, to represent Somaliland and to meet their counterpart from Somalia at the specified location in the future.

This step demonstrates a good gesture, shows compliance with the agreement and willingness to launch a healthy and enthusiastic dialogue in order to reach a mutual agreement and reverse the political stalemate. However, the TFG’s president failed to comply with the undersigned agreement and his action confirms his laughable political inexperience and inability to act as a president. He resorted to one of his state’s president for consultation on how to select ministers, those who will meet Somaliland.

EU Plans to Boost East Africa’s Capacity to Deal With Pirates

- The European Union will begin a program to help East African nations improve maritime security as pirate attacks in the region decline, EU Ambassador to Tanzania Filiberto Ceriani Sebregondi said.

The so-called Regional Maritime Capacity Building program will cover Somalia, Kenya Tanzania, Djibouti, Seychelles and Mauritius, Sebregondi said in an interview yesterday in Dar es Salaam, Tanzania’s commercial capital. “The program starts in a couple of weeks or months, and will last for one to two years, with a possibility of extending it,” he said.

The EU also plans to spend 16 million euros ($21 million) extending its anti-piracy program off the coast of Somalia over the next two years to secure United Nations food shipments to the war-torn country, he said. Sebregondi spoke on board the HNLMS Van Amstel, a multi-purpose military vehicle that has been docked at Dar es Salaam since April 21.

- This divergent trend of institutional development, a body of historical evidence and, not least, claims of independence and statehood by the Somaliland authorities have led to a significant and continued debate over the recognition of Somaliland as an independent state. Indeed, a substantial proportion of the available literature on Somaliland weighs in on one side or the other of this debate. Despite the arguments made in favour of Somaliland’s 1991 unilateral declaration of independence (or, more accurately, its dissolution of its union with the rest of the Somali Republic), other states, the United Nations (UN) and other key international organisations such as the World Bank have not yet recognised the polity.4

However, analyses of governance regularly apply to rule-based arrangements of economic, social and political organisation other than those of formally recognised independent states. Examples include evaluation at the subregional level (e.g. individual states or groups of states in Brazil and India) and in more informal organisational forms (as in Elinor Ostrom’s work on governance of communal resources, which was recently awarded the Nobel Prize in Economics). Notwithstanding the international community’s lack of formal judicial recognition, Somaliland has developed both its own structures of governance and a distinct identity suggestive of its ‘de facto acceptance as a polity’ (Huliaras, 2002: 174). While publications on the area by major international organisations state their adherence to ‘the principle of territorial integrity of Somalia as sanctioned by [UN] member countries’ (World Bank, 2005: 6), in practice they treat Somaliland as a separate entity.

Somaliland passes central banking law, eyes foreign banks


HARGEISA, April 23 (Reuters) - Somaliland has passed a law that formally establishes a central bank, and is now poised to pass another to set up commercial banks in a bid to attract foreign lenders to start operating in the self-declared country by 2013.

Somaliland, a breakaway state in the northeast of Somalia, remains unrecognised internationally. It has no formal banking sector and its people rely heavily on remittances from diaspora communities in Europe, North America and the United Arab Emirates, as there are no ATMs or loan facilities.

"The President has signed the Central Banking Act into law," Abdi Dirir, governor of Somaliland's Central Bank, told Reuters on Monday.

"We are expecting the Commercial Banking Act to be passed in the next three to four months," Dirir said.

My take on Khaatumo by Dr Tani


''I believe that the major disaster was not the declaration of Khatumo. To my mind it was the way it was handled by the President of Somaliland''. Dr Tani

- I have no problem with Khaatumo. By now it is the stated political position of the Dhulbahante traditional elders , their intellectuals and almost every one of them in the Diaspora . Whether it is a state of mind or a state on the ground that is what a major part of its people believes in , for now. . It is by far a much better position than the SSC of yesterday; which was nothing more than an armed insurgency of no value at all to anybody.

To tell the truth , I was surprised and a little uncomfortable with the declaration of a sovereign , independent region of Khatumo at the Taleex meeting. It seems that the decision underestimated the level of paranoia in Somali Politics. Immediately a great number of people in Somaliland and in Puntland fabricated the whole project as a conspiracy against their existence as nation as far Somaliland is concerned , and as a regional administration as concerns Puntland. I can not understand how what is a conspiracy for Puntland would be also for Somaliland. Looks strange to me. I was prepared for and was expecting , as I told many Dhulbahante friends of mine that the conference would only mandate the G6 to carve a bath for the destiny of the people in the area.

- The United Nation special envoy to Somalia and Somaliland Mr Augustine Mahiga arrived in Hargeisa a day after Somaliland government announced its decision to pull out of the proposed talks with Somaliland. He was received by the Somaliland Foreign Minister Dr Mohamed Abdillahi Omar, speaking to reporters upon his arrival in the VIP lounge Mr. Augustine Mahiga told reporters he was on a regularly periodic visit to Somaliland, and that he was happy to visit the country.

The UN envoy revealed the purpose of his visit was to the office (UNOPS) which has a permanent presence in the country, he add that it is always refreshing to visiting Somaliland because the continuous achievement taking place in and all round such as in the areas of peace stability and socio economic development .

- Somaliland wants Somalia to, finally, concede that Somaliland's independence is irrevocable. The Transitional Federal Government (TFG) of Somalia, on the other hand, is in a blatant denial of Somaliland's rights and decision to reclaim its sovereignty, and withdraw from the July 1st 1960's, still bending for ratification, union. The TFG's, current, standpoint undermines, with similar obliviousness, the political relationship of the two, if any exist. The TFG, constantly, and in every opportunity claims that Somaliland is part of what it represents. The truth, however, is that the TFG has no influence in Somaliland and, probably, considering the short period mandated for the TFG to last, it will have zero impact on Somaliland, in the future.

Such are irreconcilable facts and, thus, Somaliland shouldn't have, even, attempted an arbitration process with the TFG, at the moment. The decision president Ahmed Mohamed Mohamud (Silanyo) has, recently, taken on selecting five charismatic ministers from his government cabinet to engage a process of arbitration with the TFG on the issues of Somalia and Somaliland's current political affairs, is hasty and, quite frankly, a baffling one. Such engagement is fruitless, at the moment, for both Somalia, who are in a transition, and Somaliland, who should, only, talk with a central and permanent government representing Somalia, not Mogadishu and/or Garoowe.

Violence against women is no ‘women’s issue’


- The Senate, bitterly divided on just about every issue, is poised for one bipartisan agreement: reauthorizing the Violence Against Women Act. And men are crucial to this outcome. Fifteen of the Senate’s 17 women are on board. Which means at least 45 co-sponsors need to be men for the bill to get the votes needed the legislation to pass in the Senate. These men should vote “yes” because violence against women and girls is more than a women’s issue.

This lesson has been learned by longtime activists, who have been battling this scourge that affects one in three women globally. Gender-based violence can take many forms: rape and assault used as weapons of war, domestic violence, acid burnings and female infanticide. The list is long.

But ending this violence has one common element: The men who are political leaders — village elders, pastors and mullahs, fathers, brothers, husbands and boyfriends — need to come forward and say stop. It may sound surprising, but this has not happened enough, according to advocates from around the world. They’re now trying to reach men, with success.

Stepfather Charged with Beating 10-year-old to Death


- Buffalo, NY (WKBW) - A 40-year-old Buffalo man is behind bars, accused of beating his stepson to death. The body of 10-year-old Abdifatah Mohamud was discovered in the basement of a Guilford Street home Tuesday night around 10:45 p.m. by police. Buffalo Police responded to the home after receiving a 911 call of a missing 10-year-old boy.

"They found a deceased 10-year-old male in the basement of the house and there were obvious signs of foul play where the deceased was found," said Buffalo Police Chief of Detectives Dennis Richards.

Buffalo Police say the child's stepfather, 40-year-old Ali Mohamad Mohamud, was a suspect in the case and was located at headquarters of the Buffalo News, where he works as a security guard, within an hour of the call. Police say Mohamad Mohamud is from Somalia, and there was initial concerns he would flee the area, but police arrested him without incident. The 40-year-old gave a statement to police, allegedly admitting he bound up the 10-year-old, stuffed a sock in his mouth and covered it with duct-tape before beating him to death.

Thinking like a Malian Tuareg


- For over 50 years, most Malians hoped the Tuareg would disappear for good. Instead, on Friday, April 6, Tuareg rebels, led by the Mouvement National pour la Liberation de l’Azawad – National Movement for the Liberation of Azawad (MNLA) – unilaterally declared independence for their long-coveted state of ‘Azawad’. It was the culmination of an insurgency they began with an attack on the city of Ménaka on January 17.

Two weeks earlier, junior officers had overthrown President Amadou Toumani Toure, alleging ‘incompetence’ in handling the Tuareg rebellion. Ironically, the rebels took advantage of the chaos created by the coup and captured three key cities – Kidal, Gao and Timbuktu – in a stunning advance that saw the collapse of Malian army in the north. They had earlier overrun towns and army garrisons along the borders with Niger, Algeria and Mauritania, causing thousands of refugees and, in the case of Algeria, Malian soldiers themselves, to flee Mali’s borders. The independence declaration was, therefore, a bid to formalise the situation on the ground: Mali split in two by the Tuareg rebellion.

13 defendants in khat smuggling case go to trial


ALEXANDRIA, Va. – Thirteen natives of Somalia and Yemen are on trial in federal court, accused of smuggling a drug common to their homelands but illegal in the U.S. Authorities allege that for six years, the group smuggled millions of dollars' worth of khat, a leaf that is popular in the region around Somalia and Yemen and can produce a mild high when chewed. While a few defendants, including the two alleged ringleaders, have pleaded guilty, most of the accused are fighting the charges and going to trial. Jury selection began Tuesday; the trial is expected to at least three weeks.

The legal case may turn on technicalities, but it also presents a broader question of whether the government engaged in overkill by prosecuting otherwise law-abiding members of the Somali- and Yemeni-American communities for using a substance that is culturally accepted in their homelands and by some measures is no more potent than a caffeinated energy drink. Prosecuting khat can be difficult for the government. Technically, khat itself is not illegal, but it's the active ingredients in the leaf, cathine and cathinone that are controlled substances. Cathinone particularly is treated as a serious drug under federal law.

Commercial Flights Between Ethiopia and Somaliland to Resume


-Somaliland’s Minister of Aviation Mr. Mahamud Hashi Abdi has been in Ethiopia over the last few of days where he took part in a series of meetings with the Minister of Public Affairs of Ethiopia, the administration of Ethiopian Airlines and Britain’s Ambassador to Ethiopia. A press release from the Ministry of Aviation in Hargeisa stated that a delegation including the Minister of Aviation Mahamud Hashi Abdi and the Ministry’s manager Mr. Ahmed Dalal Farah has been in Ethiopia’s capital Addis Ababa for the last four days on official business.

The delegation was there to strengthen ties between the two Aviation ministries. Ethiopian officials pledged to help build the Capacity of Somaliland’s Aviation Ministry which is relatively new. Somaliland’s Minister promised to work with Ethiopia’s Aviation Association in this regard and for his part pledged to help support the training of employees in his Ministry. Somaliland officials also met with the VP of Ethiopian Airlines and the management of Ethiopia’s Aviation Association where they discussed matters of commercial importance between the two countries.

According to the Famine Early Warning Systems Network (FEWS NET), rainfall in the eastern Horn is expected to begin late, to be poorly distributed over space and time, and to reach only 60 to 85 per cent of the average. This is a significant deterioration compared with earlier forecasts.

Although some humanitarian conditions in the region have improved, around 10 million people are still food insecure and need immediate assistance. If rainfall is below average, it could reverse progress made over the last few months in Somalia, Ethiopia, Kenya and Djibouti. It could also lead more people into a more serious humanitarian crisis, especially agropastoralists and pastoralists.

Learning from Sudan’s 2011 Referendum


- On the surface, the 2011 referendum on the secession of southern Sudan was an unusually clear case of successful conflict prevention and thus is worth examining for general lessons. Attention to preventing violent conflict, rather than just managing and ending it, has grown substantially around the globe in recent decades. Despite this focus, relatively few instances of prevention have been thoroughly documented. This is understandable, given that proving conflict prevention success requires demonstrating that a series of actions prevented something that never happened from taking place.

Sudan has suffered from violent conflict for most of its five-plus decades as an independent state. The second civil war between its north and south lasted more than twenty years and claimed approximately two million lives, ending in the 2005 Comprehensive Peace Agreement (CPA), a complicated series of protocols that detailed an implementation process extending through 2011...
